When can you get a learner’s permit in Virginia?
In Virginia, you may apply for a learner’s permit at 15 years and 6 months of age. There are no exceptions to this minimum age requirement.
To obtain a learner’s permit, you must:

Submit required documents (proof of identity, legal presence, Virginia residency, and Social Security number if issued)
Pay the required fees

If under 18, provide written consent from a parent or legal guardian
A learner’s permit allows driving only when accompanied by a licensed driver seated beside you who meets Virginia age and supervision requirements.
